The Helm of the watcher was created by the dragonborn diviner and Watcher of the North, Vora Icescale.
In the years of destruction before the Saviors were summoned together, she was tasked by the king of Northhold to go to the watch post on the northern point of the Island of Northmoor to divine the locations of bandit ships and pirates loyal to ruin that were coming from the savage lands and seas of the north into southern waters and harassing shipping traffic.
She created the helm to divine the location of any enemy within 100 leagues. The helm did as intended, but she began to see enemies – everywhere. Thus began one of the greatest slaughter in the history of the north.
After Ruin was banished, she returned to Northmoor to continue rooting out the enemies of her king. The helm’s power was greatly diminished after the fight with Ruin and Icescale could only divine the location of her king’s enemies within a dozen leagues.
She gathered a group of mighty warriors and set out to the north, but was never seen again.
